Abstract

This article presents results of the demographic trends analysis in rural areas of all regions of the Central Federal District for the inter-census period from 2010 to 2020, taking into account the objectives outlined in the Russian Federation Concept of Demographic Policy through 2025. In most regions of the Central Federal District, the rural population is declining, despite the fact that most of these regions are attractive for migrants. Proportion of the rural population of post-working age in almost all regions of the Central Federal District is higher than the Russian average. Despite the demographic policy objectives set out in the aforementioned Concept to increase the birth rate and reduce the mortality rate, the birth rate continues to decline, and the natural decline of the rural population in the regions of the Central Federal District increases. Despite the government measures to stimulate the birth rate in the regions (including maternity capital programs, which are analyzed in detail in this article), rural birth rates in the Central Federal District lag significantly behind the Russian average. Against the background of declining birth rates in rural areas, there is a tendency for convergence of the urban and rural birth rates in the Central Federal District.
