Abstract
The article deals with two main directions of the migration development of modern Russia: ensuring positive dynamics and rational structure of the permanent population settlement; replenishment of the missing labor power in the country's economy, its particular industries and territories. It stresses the necessity of paying more attention to scientific substantiation of the concepts of the demographic and migration policy of the Russian Federation, the current versions of which suffer from a confusion of concepts, fragmentation of separate parts and their inconsistency with the main goal of the country's demographic development. The article raises the issue of temporary labor migration as a potential for replenishing the country's population. The main contradiction of this problem is revealed — the growth of the number of citizens through their replenishment by low-skilled labor migration contradicts the doctrine of intensive development of the Russian economy. The conclusions give suggestions for growth of the volume of permanent migration to Russia. This, in particular, concerns creating new opportunities for labor migrants from the new abroad to obtain Russian citizenship, granting Russian-speaking immigrants from South-Eastern Ukraine the same benefits as the compatriots covered by the State Return Program; families of compatriots and other permanent immigrants with minor children need additional benefits.
