Objectives of the Russian migration development

Abstract

The articledeals with the problems in the migration sphere of Russia. The first of these problems is lack of migration development strategy, despite the existence of the Concept of the State migration policy. Since a long-term plan of the migration development has not been developed, the specific objectives and tasks of the migration policy are elaborated not quite consistently and comprehensively. First of all, the goals of migration policy, which should be consistent with the strategy, are formulated not quite correctly. They include: ensuring the national security, stabilization of the population size, promotion of modernization, innovative development and enhancing the competitiveness of brunches, although these goals apply to other strategies — national security, demographic and socio-economic development. In view of this, the article attempts to clarify the goals of the migration development in the country. According to the authors, there are two such goals. The first goal of the migration development strategy and the migration policy of the Russian Federation should be enhancing improvement of the demographic dynamics of the permanent population of Russia, streamlining the population settlement across the territory taking into account the geopolitical, socio-economic interests of the country. The second one — to contribute to meeting the RF economy demand for labor force by regions and sectors. The authors stress that a spontaneous migration increase of the resident population could be also detrimental to the Russian Federation. Therefore, the achievement of this objective should meet the national interests of the country, and namely, not to disrupt the existing national, religious, cultural and other balances in the society. The policy should give priority to one category of migrants, be selective to the other and prohibitive to the third category.
