The level of their complexity is constantly growing, since this is the only way to maintain a position, a distance from competitors and the influence on the functioning of the social system. This article examines how Internet memes as part of a broader digital culture have become powerful tools for shaping political attitudes. In particular, their ability to spread almost instantly and elicit strong emotional responses places them at the intersection of political science, neuroscience, and behavioral theory. Based on the hierarchical model of perception and Penfield</span><span class="rvts8">’</span><span class="rvts7">s seminal experiments on memory localization, the research shows that exposure to specific incentives can induce rich associative networks in the brain. Additional evidence from leading journals such as Nature Communications and Neuron suggests that neurons in the middle temporal lobe (MTL) can rapidly form and retain associations after minimal exposure. Therefore, a single emotionally charged meme can induce strong connections between the image of a political figure and an embedded ideological cue. Moreover, principles of classical and operant conditioning clarify why repeated encounters, coupled with social reinforcement&nbsp;</span><span class="rvts8">–</span><span class="rvts7">&nbsp;likes, shares, and comments&nbsp;</span><span class="rvts8">–</span><span class="rvts7">&nbsp;strengthen these connections. Users receive positive feedback from their peers, which perpetuates the creation and spread of memes with powerful emotional or ideological content. In this context, Internet memes act not only as a reflection of public sentiment, but also as a catalyst for the formation and reinforcement of certain viewpoints. They become labels for complex political concepts, easily integrating into the fast-paced conversational cycles of social media. As a result, politicians must adapt to this environment, where a catchy meme can shape discourse more effectively than traditional slogans. A national brand is created purposefully on the base of a marketing strategy, while an image exists regardless of whether the state makes efforts to correct it. A national brand includes a set of symbols, associations, and values associated with the country. Most of all, in a mass society, the first impression of a country is often formed through its export products and services. To identify individuals who become a link between the national brand and the external audience, the author suggests the term of national brand ambassadors. Brand ambassadors can be individuals or companies that clearly identify with the country of origin and represent its values and characteristics. Having found itself in an ideological confrontation with the West after the October Revolution, the leadership of the USSR withstood the harsh pressure of the «international community» in almost all areas of its activities, including in the field of physical education and sports. At the same time, the USSR not only withstood such a confrontation, but also managed to build a unique model of organic combination and complementarity of «big-time sports» and mass sports. In addition, by playing on the contradictions of capitalist countries, the USSR periodically managed to break through the sports blockade not only through the Sportintern, but also through bilateral cooperation with individual countries and territories. The article presents the results of the analysis of communication techniques, tactics and strategies aimed at the formation of media discourse as a means of politicization of sports (exemplified by sanctions against Russian sports). The empirical base of the study are 545 media messages published between January 1, 2014 and March 31, 2025 in six quality newspapers, i.e. Rossiyskaya Gazeta, Izvestia, The Washington Post, The New York Times, The Guardian and The Independent. The paper concluds that strategies of self-presentation (in a favorable light) and discrediting Western opponents dominate in Russian editions, while strategies of discrediting Russia and manipulation dominate in the foreign newspapers. Media discourse formed in this way often becomes a basis for making biased political and managerial decisions in the sports sphere. The theoretical foundations of assessing state regulation of regional development are summarized, with seven areas of regulation identified: formation of regional policy, financial support, investment policy, social policy, infrastructure development, environmental policy, scientific and technical cooperation, monitoring and control, as well as the corresponding system of measures, including the development of goals, objectives of state regulation of regional development, measures to achieve them, formalized in the form of strategic planning documents, indicators for assessing its effectiveness. The paper identifies goals and objectives, forms, methods and instruments for regulating regional development at the present stage. The study of the state policy in the field of regional development allows us to determine that a significant characteristic of state regulation of regional development in the Russian Federation at present is the increasing role of the program-targeted approach, which, replacing the cost approach, acts as an element of managing socio-economic processes at the regional level, allowing to manage goal-setting, to form resource support, to build roadmaps and work time to achieve goals; and taking into account regional specifics in management to adapt state strategies to local conditions. The age of technology emphasizes the need in the regions for a new culture of management, its efficiency, responsibility. Until now, the Russian education system developed in line with globalization and in the process of abandoning this paradigm this system fell under a number of restrictions. The author indicates that the sanctions could not significantly affect the university education system. However, the impact of sanctions on the state of Russian science and education is multifaceted. In order to imagine the situation that currently characterizes the development of the scientific and educational sphere in Russia, the article uses the SWOT methodology. The analysis showed that sanctions against the national system of university science and university education carry deferred risks and indirectly affect the socio-economic system, as well as the state of the state</span><span class="rvts7">’</span><span class="rvts6">s defense capability. The concept of managed competition is one of the options. It suggests continuing cooperation in most of the currently «cooperation-open» areas of bilateral relations, while working on the creation of legal mechanisms for further guidance of these. Nevertheless, there are different interpretations of this concept, which makes it difficult for researchers to assess its application by decision-makers in real life. However, the latter is not the main issue bothering the concept from being applied as a framework for Sino-American relations.</span></p> <p class="rvps3"><span class="rvts7">The complexity lies in basic disagreement between its theoretical foundation and real state of bilateral relations. Managed competition is within itself a concept based on realistic paradigm making security goals and avoiding military conflict its top priorities. Azerbaijan and Turkey consider the corridor as a strategic tool for regional integration and strengthening their geopolitical position. Armenia, on the contrary, perceives this project as a threat to the territorial integrity of its country, which further exacerbates the conflict dynamics in bilateral relations with Azerbaijan. In turn, Iran takes an oppositional side with regard to the geopolitical plans of Azerbaijan and Turkey, as it fears a change in the regional transit order and a weakening of its own position in the South Caucasus. This paper presents an attempt of solution of this problem for the population of the Russian Federation. To accomplish this task, set by the Government of the Russian Federation in the Strategy for Improving Financial Literacy and Forming Financial Culture until 2030, the author proposes using an actor approach and&nbsp; develops an actor model of financial behavior formation, presented in graphical form. The basis for its development are the results of an empirical representative all-Russian study using the online survey method (number of respondents&nbsp;</span><span class="rvts7">–</span><span class="rvts6">&nbsp;2600), carried out in 2024. As a result, the author identifies six main groups of actors: the state, financial organizations, population, educational organizations, media and business. All of them are the basis for describing practices for the formation of financially literate behavior through various channels and tools. According to Russians, they themselves (as the concept of population) are the most successful and effective actors at the moment. The state, from their point of view, does not effectively fulfill the role of a conductor of financially literate behavior. However, it is impossible to single out one of the actors that can be called the leading one for filling the practices for the formation of financially literate behavior. Recently, there has been an increasingly noticeable trend towards late marriage and family relations among young people (48,3% choose marriage at the age of 25</span><span class="rvts8">–</span><span class="rvts7">34); an increase in career orientation (16,9%) and material wealth (9%). This is especially evident among girls, perhaps because the image of a young mother, and, especially, a mother of many children, is associated with the image of a homemaker, which they do not plan to try on in the near future. The projected total fertility rate (TFR) of 1,60 for girls and 1,77 for boys is insufficient to replace generations; there is an increase in childlessness (10,9%) and uncertainty (16,3%). The results of the study demonstrate that the improvement of state control and supervisory activities has led to a reduction in the costs of private business when carrying out state control.
