Abstract
Objective of the study is to characterize the state and specifics of the social contract in the mobilization economy of the late 1920s – 1930s and to describe the specifics of the implementation of political power, changes in public consciousness, the formation of a socialist worldview.
The methodological basis of the study. The conditions and factors of the social contract are characterized based on the existing definitions. The specific conditions of the Soviet Union, aimed at solving such strategic tasks as industrialization, collectivization, and cultural revolution are taking into account. The contradictions, miscalculations and costs at this stage of the development of the Soviet country are analyzed.
The results of the study. Generalization and analysis of the historical experience of the first five-year plans made it possible to identify the main characteristics of the social contract between the Soviet government and the people; to determine the degree of coincidence of the interests of the state and the main classes, social communities and groups, forms and methods of feedback. Special attention is paid to the characteristics of the achieved results, which brought the Soviet Union to one of the leading powers in the world.
Prospects of the study are associated with the urgent need to improve the social contract between the political authorities and the people in connection with serious problems in achieving rational and effective development of the country.
