RULES OF THE REVIEW
REGULATIONS OF THE PUBLISHING OF THE SCIENTIFIC ARTICLES, ABSTRACTS, AND KEYWORDS

1. Rules of admission

1.1. Author (s) shall prepare the manuscript in electronic form in accordance with the requirements for the articles (Appendix 1). The author presents the paper to the journal in printed and electronic form.

 1.2. Author sends a cover letter addressed to the editor (Appendix 2), in which he justifies the need for publication of materials, and also indicates the name of the article, personal information (surname, name and patronymic) and the subjects of scientific research in accordance with the current nomenclature of scientific specialties.

1.3. Separately, the author must specify the contact phone number and email address for correspondence, address, zip code to send the printed journal. If there are several authors, it should be noted with whom of them to correspond.

1.4. In addition to articles the authors should provide:

  • Annotation of the paper (recommended volume 1000-1500 characters with spaces), reflecting the main content of the work, revealing the relevance and originality of the topic; and keywords.
  • Author's Bio.
  • A review (external)  of the published article signed by  doctor in the relevant specialty. Graduate students and applicants are to provide the the recommendation of the supervisor.
  • Materials in English - Author's Bio, title, abstract, keywords.

1.5. Author's Bio contains the following information:

  • Surname, name and patronymic (full);
  • Academic degree and academic title;
  • Place of employment (full name and location);
  • Position;
  • Phone number (mobile and office);
  • E-mail.

1.6. The review should contain highlighting of the following issues in free-form: whether the title of the article and its content are consistent with each other; the extent to which the article corresponds to the modern achievements in the scientific knowledge; whether the chosen form of presentation is appropriate; other strengths and weaknesses of the article. The end of the review should contain conclusions on the feasibility of publishing peer-reviewed material. The review must indicate the name, position, academic degree of the reviewer and the date. The review and the recommendation of the supervisor must be authenticated by the signature of the reviewer and the seal of the organization. The original version of the article, and provided reviews are archived and kept by the editorial office for three years.

1.7. When submitting material with all supporting documents to the editors of scientific periodicals, the paper is registered and a unique number is assigned to it.

1.8. Original paper should contain information about the purpose of research, scientific methods, and the practical application of its results, the scientific discussion of research topics, as well as conclusions. The scientific paper must have the following elements:

  • formulation of the problem in general;
  • analysis of the achievements and publications, that offer a solution to this problem or task to which the author refers to, the substantiation of scientific novelty;
  • research part;
  • justification of the results;
  • conclusions of this research and prospects of further development of this direction;

1.9. The journal publishes only the materials that were not previously published and are not intended for simultaneous publication elsewhere. Contributors are responsible for the content of the articles and the fact of their publication. The editors do not always share the opinion of the author and are not responsible for the inaccuracy of published data

1.10.  Fees are not paid to authors. The fees for publishing papers of postgraduate students will not be charged. Graduate student status must be confirmed by the  inquiry of graduate school signed by the head and the seal of the organization. Only papers in which graduate student is sole author are considered the papers of postgraduate students.

 2. Rules of the review  

 2.1. When the article is received, the editor assesses its compliance with the requirements and rules. In case of violation of the rules of the submission the manuscript is sent to the author for revision. Manuscript received for publication are checked for compliance with the technical requirements and the profile of the magazine. Materials that do not meet these conditions are returned to the authors with the explanation of the reasons for refusal.

2.2. Incoming papers undergo scientific expertise that defines their compliance with the stated problems, the level of the disclosure of the topic, the scientific novelty.

2.3. All submitted papers are tested by the system "Anti-plagiarism".

2.4. The purpose of the scientific expertise, carried out by members of the editorial board, is peer review of its substantial quality, and is based on the following criteria:

  • compliance of the paper title with its content;
  • formulation of the problem to be solved or a task;
  • justification of the relevance of the submitted materials;
  • exploratory nature of the paper;
  • validity of the conclusions presented and, in particular, the presence of references to the relevant literature and other information sources;
  • scientific novelty and practical significance of the results;
  • presence of conclusions of the paper;
  • Availability of a list of references with links to sources of it in the text of the article.
  • Determination of compliance of the content of the paper with  the journal topics. If the article content does not correspond to the subject of the journal, it is withdrawn; this shall be reported to the authors. Unpublished material is not to be returned to the author.

2.5. Examination is carried out by members of the editorial board who are experts in their respective fields of expertise and external (independent) reviewers, the leading and recognized experts in the relevant field of knowledge.

2.6. The reviewers prepare written review of the article. The original review is kept in the editorial archive for three years after the release of the magazine. A copy of the review can be sent to the author upon a request.

2.7. In case of non-compliance of submitted materials with the criteria, the scientific editors ask experts (Doctors of Science) – editorial board members - for the decision on the recommendation for revision of the  paper or denial of the publications.

2.8. If the paper needs to be revised the review of the scientific editor and / or editorial board member with the comments will be sent to the author. After revising, the author sends the article to the editor again. The return of the manuscript for revision does not mean that the article is accepted for publication.

2.9. The finalized version should be sent to the editor with the letter with responses to comments made by members of the editorial board. The date of receipt of the article is the time of receipt at the final edition (revised).

2.10. The final decision about the publication of the paper with contradictory opinions in reviews is taken by the editorial board of the journal and is recorded in the protocol of the meeting of the editorial board. In case of refusal to publish the paper, the boars sends reasoned refusal to the authors. Accepted papers are distributed by rubrics, the relevant research areas of the journal.

3. Regulations of the publishing of the scientific articles, abstracts, and keywords

3.1. Accepted articles are prepress edited to be published in the issue.

3.2. The manuscript, after literary editing, proof-reading and being laid out for replication, passes a final agreement with the author. If the author agrees with the proposed corrections they inform the editorial board via e-mail, after that the approved version of the article is to be published in the next issue of the magazine.

3.3. The issues are replicated in strict compliance with the periodicity of the publication of the edition.
