Abstract

The article is dedicated to the analysis of the methodology of shaping and development of educational policy in terms of social, economic and educational transformations. The article reveals theoretical and practical approaches to managing educational systems in the face of dynamic changes driven by globalization and digitalization. The author shares the results of many years of research in the fields of education economics, management of social and economic systems and spatial planning, as well as personal experience of working in the Ministry of Education and Science of the Russian Federation. Key aspects are discussed, including the development of university management models; the interaction of science and education; the formation of professional qualifications; the challenges and prospects for sustainable development in the educational system amidst current challenges. A critical element is the introduction of innovative educational policy models aimed at improving the quality of education and aligning it with the global labor market requirements.
