Abstract

Objective of the study is to confirm the hypothesis of the determinism of the human factor as an information phenomenon in a natural scientific context, and not in a historical or philosophical one, as well as to present the concept of cybernetics, the essence of its natural programming, emanating from the Universe itself, and the need to create public policy on such a basis. The methodological basis of the study. The use of system, structural and synergetic methods in the work, as well as the principles of interdisciplinarity, allows us to consider a person and the Universe as interconnected systems. The system method reveals the structure of communication channels, the essence of cybernetics, the programming of a person and the entire galaxy. It is set when the solar wind affects the Earth, forming a shock wave of the heliosphere as a charge of the molecular system of the Sun itself and the energy of life activity of the entire system of our galaxy. Synergetic and interdisciplinary approaches reveal similar processes occurring with a person, but unlike the Earth, the role of a kind of heliosphere is performed by his brain. It is a phantom effect that activates the functions of brain neurons, the cognitive properties of perception, concentration and distribution of external energy by a person. Such an analogue of the interplanetary magnetic field of information and energy exchange between the Universe, nature and man confirms the concept of the determinism of the human factor as an information phenomenon, an agent in the socio-cultural space, performing and implementing the plan of the core of the Universe.   The results of the study and scientific novelty are the following. Firstly, the programming of the core of the Universe and our planet is shown as a plan of interplanetary interaction, information-energy exchange between the Universe, nature and man. Secondly, the accumulative-distributive function of the human brain is presented as markers of a sensory-conceptual signal, which activate the properties of man and his abilities. Prospects of the study. Modeling the processes of information exchange between the brain and the external environment will help to identify key factors that determine the effectiveness of human activity and its ability to implement the "plan of the core of the Universe". The study of the phantom effect as a mechanism that activates the hidden resources of the brain and allows a person to perceive and use energy from the outside is also important. Understanding this process can lead to the development of new socio-cultural areas, a synthesis of political science and cybernetics aimed at expanding human cognitive capabilities and increasing their adaptability to the complex conditions of our time. The results of these studies can be used to create new educational programs aimed at forming a harmonious personality capable for conscious participation in the universal processes. This will not only increase the effectiveness of human activity, but also form values based on the understanding of the unity of man and the Universe.
