Abstract
The article notes that the university is an integral part of local, national and global social systems. It is concluded that the complex regional socio-economic and political context within which the university is formed and operates, elaborate the necessity of strategy of its development, taking into account peculiarities of interaction with territorial authorities of different levels, the local community and others. Forms of "social inclusion" in the university life of the region are detected.The role of the federal universities as the leading research centers and leaders of education and science in their federal districts is investigated. The necessity of development of education and science in accordance with the economic and social sphere of the federal districts is noted. The development programs of all federal universities, focused on solving the problems of the region are analised
