Abstract
This article is devoted to the sustaining development of social resources in Russia. It shows the new resources of selfforming Russian society and the factors that block the process of structural change. The authors investigate the components of sustaining development and give a sociological analysis of the Russian elite, for self-reliant development is linked to the national intellectual elite that formed in the process of national development, economic growth and in the period of increasing innovative potential of society.
