Abstract

Processes of social and economic development ofRussiataking into account climatic, geopolitical, geographical, mental features and some other institutional factors are considered in this article. Also ways of reforming of socio-political and economic life are considered; need of their correlation with institutional structure of society is designated. The author analyzes the formal and informal institutes which caused economic way of the Russian society, raises a question of the power, of system of public administration inRussia, considers the value reference points created under the influence of environment. Formation of economic organization of Russia happened in a certain framework, had a number of characteristics which on the one hand complicated conducting of economic activity in this territory, however, on the other hand laid the foundation for formation of the huge state possessing considerable stocks of natural resources. The relation to the state power thus was ambiguous. Formal institutional norms which inevitably extend where exist legal institutes of power, were perceived by the people if is not hostile, then, at least, with misunderstanding. But existence of the state as the highest force having unlimited powers, was perceived as something self-evident. It was explained by need to look for the help and protection in case of a crop failure, natural disasters or external aggression. To secure such help and protection the strong centralized power could only.
