Abstract
The article describes the specific features of the formation of the intellectual environment in the context of development of Russian innovation system: low dynamics of innovation-oriented "growth points", the model of social preservation, raw nature of the economy, the presence of Soviet-era intellectual capital, the aiming of the society for the adequate to the innovative modernization intellectual type of development.
