Abstract
The article is devoted to the problem of risks and threats to intellectual safety of Russia which are connected with a number of negative factors, first of all, in the sphere of science and education. Crisis nature of functioning of Russian science, the decrease of the level and quality of higher education as a result of unreasoned policy of education system reforming, high rates of intellectual migration in combination with the growth of a social inequality in the country becomes the major factors promoting the decrease and degradation of Russian intellectual potential. In this situation the conceptual projects and the programs adopted by the Russian government in recent years and aimed at the innovative development of Russian society and growth of social and economic wellbeing look no more, than a declarative statements, and the situation in the sphere of intellectual development of Russian society can be accessed from the position of a cultural, scientific and educational devolution.
