Abstract
The article analyzes the historical experience and the stages of formation and development of small business in Russia, the myth that in Tsarist Russia private initiative was the favorite child of the supreme authority is dispelled. It is proved that for many centuries the desire of compatriots to the economic self-sufficiency was not encouraged at best, and in Soviet times it was even punishable.
