The scope of international relations and administrative practices of regional authorities (experience of the South of Russia)

The article investigates the sphere of interethnic relations and management practices of regional authorities in the South of Russia. The conclusion is that for many decades the regional authorities in southern Russia will be forced to use contractual and collective forms of regulation of the sphere of interethnic communication. One of the possible control methods in this sphere is the reform of administrative-territorial division, and, in particular, the consolidation of municipal areas, allowing for the concentration of administrative, financial and economic resources (and on the other hand - due to the increase of the number of centers of influence in local communities), in problem areas to set up a real counterweight to ethnic groups that now, through corruption schemes take control of local authorities, including law enforcement agencies.
