Abstract
The article is devoted to the study of the role of state regulation in the sphere of higher education, taking into account the interests of leading subjects of social and labor relations. Prospects of state regulation, aimed at forming of social partnerships between higher education institutions and employers are described. It is noted that the promising areas of cooperation between education and business are in the plane of creation of small innovative enterprises in universities. The role of the institute of higher education as the leading mechanism of social stratification of Russian society is demonstrated.
