Abstract

The essence of security of Russia and therefore trust to it is constantly changing due to social and cultural dynamics. The dangers become many-sided and include not only military factors, but many others. Staging by mass-media a threat to the society, its institutions and human capital. Previously unknown non-linear dangers in the form of man-made risks and vulnerabilities have appeared. It leads to challenges undermining trust to the knowledge about country’s security. The connection between trust and risks and vulnerabilities is shown. It is stated, that within new risks and vulnerabilities of the 21st century the priorities of ensuring the security of the society are changing. Their order is the following: the security of local human civilization; the security of the nation; the security of the state; the security of the society; the security of the individual. The very discussion of the priorities of the interests of the objects of security by representatives of various ideologies causes debates, behind which there are political interests of the most important actors of the world politics. The declaration of the priority meaning of the individual interests, as a rule, have a latent purpose to weaken the security of the opposing side, artificially create vulnerabilities of the nation's identity and state sovereignty. Nowadays the policy of the elites regarding the security of their countries increasingly takes into account the role of local factors of human civilization.
