Abstract
The article examines the problem of the effectiveness and the impact of the reform on the improvement of management procedures in the local government system. The model for appointing the head of local government, offered by the Federal government as the best, received a mixed assessment in science. The authors of the article analyze and compare positive and negative judgments on the issue. The issues, which have not received the appropriate coverage in scientific literature are evaluated.
