Abstract
This article discusses the theoretical possibilities of creating a single socio-cultural matrix of safety culture of personnel and population of the nuclear power plant location zone. The structural components of the socio-cultural safety matrix in the form of axiological and social space, as well as three indicators are identified: 1) common interests; 2) trust; 3) availability of stable communicative practices, on the basis of which the universal criteria for assessing the nuclear safety culture for the population and nuclear power plant personnel are designed
