Abstract
The problems raised by the contradictions in the transition to the innovative development strategy and solving urgent social problems are raised and brought to the level of sociological conceptualization. The author turns to the social sphere as a subject of sociological reflection and practice in terms of Russian realities; the contradictory character of traditions and innovations that was formed as a result of post-Soviet transformations is analyzed. The key idea of the article is associated with the need to take into account the historical past in the process of social sphere innovation and development of social institutions, which is reflected in the theoretical tradition of the neoinstitutional paradigm
