Abstract
This article discusses one of the most urgent issues in modern social and humanitarian knowledge – the problem of innovative development of Russian regions. The regional factor is one of the most important determinants in the system of innovative development of Russian society due to a number of reasons derived from the regional structure of the Russian state and the region as a socio-spatial education with its climatic, socio-economic and socio-cultural specifics. However, the influence of the regional factor and its assessment presupposes taking into account the fact that regional development takes place in the context of social space of Russia and the institutional tendencies dominating in it. From this point of view, innovative development of the regions is in the zone of influence of the inertial factor that determines promising scenarios of regional development in the inertial model format, which is not considered by scientists and practitioners as capable of providing a qualitative breakthrough for Russia in the global space and the effective development of local regional communities. The set of questions determines the prospects for the sociological study of institutional inertia in the innovative development of Russian regions.
