Abstract
In modern Russian society, the majority of Russians have a positive attitude to patriotism. However, state patriotism in Russia today lacks civic consciousness, linking patriotism with the aspiration of people to be useful to society, their active participation in the affairs of the state, and solidary protection of social interests, civil rights and freedoms. In this regard, the article considers the possibilities of overcoming the shortage of civic consciousness in Russian patriotism within the framework of the formation of civil patriotism as a structure of mental programs of social behavior and civil patriotic practices in local communities.
