Abstract
The article considers the content of the idea about the conditionality of the quality of democracy by moral and ethical characteristics of people, formulated by Aristotle. The author reconstructs the attitude to this idea, reflected in Marxism and I.A. Ilyin’s philosophy; reveales the meaning of the concepts of “quantitative beginning of democracy” and “qualitative beginning of democracy”, “formal democracy” and “creative democracy”; shows where and when the first formal democracies appeared and its principles; considers the possibility of practical realization of the idea of democracy as a moral and equitable rule and domination.
