Abstract

The article discusses the practice of involving civil institutions in the implementation of priority directions of the state national policy, to the point the harmonization of interethnic relations, in the Rostov region. The existing dualistic structure of this system requires a change of the approaches from vertical to horizontal character of the formation of national policy measures and the expansion of the practice of social initiatives, which is a necessary guarantee for achieving the goals.
