Abstract
The article identifies the main areas of activity aimed at changing the institutional environment of Russian society, generating socio-economic inequality. It seems that the key actors in the fight against poverty and socio-economic inequality should be the state and civil society. It is concluded that currently Russia has a request for changes in the system of public administration, for the implementation of the principle of social justice and the formation of real legal institutions in the state. The latter is possible only under condition of functioning of institutes of civil society.
