Legal Nihilism in Russia under the Conditions of the Managerialist Model of Public Administration

Abstract

The article is devoted to the study of the relationship between legal nihilism and the managerist concept of public administration, it offers an explanation why managerism in Russian society was unable to solve the problems posed to it. The author argues that the source of legal nihilism is the loss of trust between society and the state. It is the absence of this type of trust that leads to the failure of the policy of managerism in the system of modern public administration. In Russia, managerism turns into the pursuit of imitation indicators, the achievement of which is considered by officials as the most important condition for ensuring favorable career trajectories.
