Abstract

The paper attempted to present a sociocultural methodology of modernization policy, where categories such as socialization, borrowing and adaptation perform a strategic function. The specificity and structure of each of these mechanisms makes it possible to determine when modernization acquires an innovative-leading, innovative-catching or imitation vector. The aim of the socio-cultural methodology is to rely on a specially developed scientific and theoretical model of modernization, to link policy to the interests and needs of society, to focus it on maintaining and constantly improving the living conditions of individuals. It lays the foundation for professional and rational state management. The thesis “all power to specialists”, “healthy and educated nation” is subject to the principle of “sustainable and controlled development”. The primacy of the human factor and human potential, improving living conditions, changing society for the better are the basis of the socio-cultural model of modernization.
