Socio-Historical Vectors of Volunteering Development in Russia: Main Problems and Contradictions

Abstract

Currently, there is an increase in the number of citizens and organizations taking an active part in voluntary activities. Volunteering is becoming an important area of life for a large number of people. In this article, the author addresses the sociological analysis of the development vectors of volunteerism in Russia, identifying the features of volunteer activity in Russia and defining the problems of forming a Russian group of volunteers. The paper focuses on the fact that the boundaries of the phenomenon of volunteerism are very large, which causes difficulties with a single definition of volunteerism. The analysis of socio-historical development vectors allows the author to identify a number of problems and contradictions of volunteer activity in Russia: excessive participation of the state, but not the Russian population itself in the development of volunteerism; perception of volunteerism by the public as a norm of duty to society; lack of a clearly formed national tradition of volunteering in Russia; lack of consistency in the interaction of government, business and civil society on issues of volunteerism; there is an incomplete legal framework for Russian volunteerism; priority in the framework of volunteer activities is given to the tasks of the state and officials, and not to the interests of the population, based on specific social tasks.
