Abstract

In this article, based on the interpretation of the results of in-depth interviews with city managers, the viability of the Institution of city management as a functioning model of municipal management is evaluated. According to the results of the survey and interpretation of the data obtained, the authors conclude that viability should be considered as an unrealized managerial potential. This statement is based on the fact that the effective functioning of municipal authorities is limited by a number of barriers and obstacles that arise partly from the general ideology of public administration, and partly from internal flaws inherent in the reform itself.
