Abstract
The purpose of the article is a socio-philosophical analysis of the formation and further development of scientific and educational clusters in Russian regions, taking into account the prospects for further globalization of the domestic economy and society based on the leading trends of the fourth industrial revolution (Industry 4.0). In this regard, the features of digitalization of science and education were identified in the context of the institutional and structural barriers of the Russian economy, which significantly hinder the formation of regional scientific and educational clusters. The authors of the article draw attention to the high role of the state in the planning and implementation of innovative projects, but at the same time note the weak investment activity of private companies in the field of scientific research. Nevertheless, the authors make a conclusion about the high innovative potential of scientific and educational clusters as subjects of regional modernization. At the same time, it is noted that the formation of the clusters under consideration is associated not only with a favorable geographical location and regional potential, but also with the historical heritage, accumulated social and cultural capital of specific “cluster-formingˮ universities.
