Abstract
This article attempts to assess the degree of consumers’ satisfaction of municipal services with the work of city managers of modern Russian cities. The paper presents the results of a survey of residents of municipalities in Rostov region and the Republic of Adygeya. The author argues that if the main beneficiaries of municipal government activities are urban residents, it is they who can properly assess the performance of the city management institute. The author introduces the concept of “public solvencyˮ, one of the indicators of which is satisfaction of consumers of municipal services. The survey results showed that the population does not see an increase in the quality of life after the appearance of the institution of city management, and that the development of this institution is hindered by many institutional restrictions.
