Abstract

Objective of the study is the substantiation of the phenomenology of quality management of training specialists in the context of the methodology of the Institute of public-private partnership. The methodological basis of the research consisted of ideas of institutional theory, theory of networks; methodology of quality management of education; principles of polystructure, complementarity, renewal and integration of various systems, taking into account the human factor; the concept of “connectivityˮ, which acts as the methodological basis of network associations; research on the problems of formation and development of the public-private partnership institution. Research results consist: 1) in substantiating the methodological aspects of the integration of quality management of training specialists and public-private partnership institution, due to the process of structuring, 2) in determining the phenomenon of quality as the basis for strategic modeling of the development of the education system, taking into account the potential of business and the institutionalization of public-private partnership in the format of network associations, 3) in the development of the institutional matrix of public-private partnership, represented by a set of institutions of society, state, business, defining features of the reproduction of the structural model of quality management of training specialists in the form of a constantly updated construct.   Prospects of the study are connected with the development of the structuralization theory based on the conceptualization of diverse network interactions, the goal setting of which is to manage the quality of training specialists.
