Abstract

Objective of the study is to analyze regional migration processes and their features in modern political realities for improving and optimizing the regional migration policy of the Russian Federation. The methodological basis of the research was the conclusions and provisions from the works of both foreign and domestic authors who investigated various aspects and revealed the essence of migration as a phenomenon. General scientific methods of cognition (analysis and synthesis, induction, deduction, classification, comparison) were used in the work, special methods (functional, statistical) were applied, which are based on the use of general methodological principles of modern Russian sociology. The basic methods are the method of systematization, the historical method, the comparative method, as well as the content analysis of normative legal acts, electronic resources, scientific publications on the subject under consideration. Research results. In order to obtain essential practical knowledge, the main provisions of the main regulatory documents in the field of regulation, development and control of the migration policy of the state were studied. Comparative and analytical work was carried out, during which two main concepts of the development of state policy in the field of migration processes, the 2012 Concept and the 2018 Concept, were studied and compared. Thanks to the provision of a platform for studying migration processes by the Association of Public Councils under Executive Authorities and Local governments of the Rostov region, a statistical and analytical study of migration processes in the regions of the country was conducted using the example of the Southern Federal District, and in particular the Rostov region. The actual problems of regional migration policy and state migration policy in general are identified, forms, methods and mechanisms of solving these issues are proposed. Prospects of the study. In the context of diagnosing the prospects of research by growth points, the following preventive measures have been identified, the implementation of which will allow leveling the gaps in the regional migration policy of the Russian Federation: 1) introduce a culture of cancellation for «temporary residence permit» – implement a radically new migration status – «managed stay»; 2) provide an opportunity to obtain citizenship in three ways: general, simplified and special; 3) modify and unify the mechanisms of control and regulation of labor migration; 4) create and implement IT technologies that help analyze the state of migration policy in the country and organize state control and the provision of certain public services in the migration sphere.
