Abstract
The article examines the positions of the Siberian political elite – governors and governor-generals on the extension of the provisions of the 1889 law on zemstvo chiefs of European Russia to the rural population, including the non-Russian population of the vast Trans-Ural Region. The authors analyze prerequisites for the reform, its ideological and administrative components, and proposals of the authorities on the implementation of the reform.
