Abstract
The paper analyzes the different concepts of state control and surveillance, legal regulation relating to the issue. The author discusses existing and proposed definitions of state control and state surveillance, as well as considers the possibility of the establishment and the existence of total control over the individual in the information society. The author substantiates the position that total control over the individual does not exist in practice and just an ephemeral structure, unlike the state surveillance over the society.
