Cultural Policy of the Modern Russia: the Legislative Regulation and Mechanisms of Realization

The article focuses on the analysis of the legislation of the Russian Federation in the sphere of culture. The paper deals with the problems in the sphere of heritage, leisure, entertainment and art. As the authors noted, the cultural policy in the contemporary Russia is the interaction space of the various agents: state, business, civil society, various groups of the population, of the creators and bearers of the cultural values. The creation of the national concept of cultural policy in many respects depends on the state priorities in the solution of the problems of culture. The state has a certain regulatory and legislative framework, economic and symbolical resources for realization of the cultural policy. Therefore it is necessary to create the legislative framework allows on the one hand preserving the cultural values and on the other hand promotes creating the new economic mechanisms, that ensure effective development of culture in new market conditions. Special attention in the article is paid to the analysis of the new cultural legislation and cultural policy. The authors analyzed the Federal Target Program «Culture of Russia», «Fundamentals of the state cultural policy» (2014) and the draft of the Federal Law «About culture in the Russian Federation (2015) which establish the main principles of the state cultural policy of the Russian Federation.
