Abstract
The article is devoted to the analysis of the expert poll results, which have been carried out in 5 Russian regions in 2013-2014. The expert groups are created from various social and professional categories in 7 small and medium cities of the Russian Federation. The local authorities of these cities were estimated. The experts gave the recommendations on the improvement of the local management in the small and medium cities.
