Abstract

The paper discusses the international and domestic trends in the public service. The authors analyze theoretical aspects and approaches to the establishment of the public administration values and explore the possibilities of the creation of the value-oriented public service in Russia. This perspective model implies that the public service values works as the universal regulator of the public servants activities and of the behavior of the different generations. The article shows this process, that includes some stages. On the first stage one should determine the list of the most important public administration values. That should be done taking into consideration the national and international experience. Next stage is the adjustment of the legal framework for its explicit. As a result the article gets a conclusion about concrete steps that are necessary for the establishment of the new public administration quality in Russia.
