Abstract
The article is devoted to the problem of the formation of the spiritual and moral values within the objects and the subjects of Russian social contract. For Russia's population it is necessary to choose between paternalism and the development of civil society, and what is more, the central category of the Russian political ethics is justice. In the process of upbringing the citizens get certain political values. The process can be controlled and directed by various institutions and groups, such as religion, society, intelligent communities, etc. Therefore, the state should take part in the formation of conditions for the social contract and in the process of education of citizens by formulating national values and ideology.
