Abstract
The article examines the historical, socio-cultural features and the complexity of the formation of civil society in modern Russia. The article concludes that unlike Western countries, in Russia due to the lack of strong historical democratic traditions, the role of state in the relations between civil society and the state is very important, and has a significant impact on the process of civil state formation and development, and sometimes the state tries to put this process under its control.
