Abstract
The paper discusses the problems of redistribution of powers between the center and the regions and decentralization of Kemerovo, Novosibirsk and Tomsk regions in 1987–1990 in the context of the overall management reform in the country. It is noted that the transfer of authorities from the center to the regions and the development of programs for the integrated regional socio-economic development during this period was carried out in the strict accordance with the law, but taking into account the specifics of the territory. As a result, the regions made demands to the centre on their need to have guaranteed payments to the regional budget to ensure local interests.
