Abstract
Current political and economic processes actualize the problem of the deficit of public resources for the attraction of new actors into the social policy. One of the ways to solve the problem of the social and political development in a democratic and social state is using volunteers. The article presents data of the All-Russian study of the volunteering, and the results of the three sociological researches, held in the Yaroslavl region.
