On some features of the 1994 Constitution of the Republic of Dagestan

The article analyzes some of the most important features of the formation of regulatory characteristics of the political system of the Republic of Dagestan on the basis of the Constitution of the Republic (1994). The main attention is paid to those aspects of the Constitution, which contradicted in many aspects to the Constitution of the Russian Federation, and has become a serious obstacle to the political and economic modernization of the region. The main defect of the Dagestan Constitution the author identified as an effort to fit it to a particular person, to a person in whose hands the power was concentrated during the adoption of the Constitution. In 2003 President V.V. Putin restored the vertical of power and that led to the adoption to a new Constitution of the republic, that was totally complied with the Constitution of the Russian Federation.
