Perspectives of Participation of Elites in the Shaping of the National Security Policy of the Russian State

The article discusses prospects and nature of participation of Russian elite in forming the Russian national security policy. The author provides a generic analysis of the impact of globalization processes on the Russian elite in the context of the world's economic and political life. The essential factors, defining features of its position in relation to traditional world super-elite, are discussed by the author. Globalization is considered in the article as an objective process, which makes it possible to intercept initiative of globalization from the world super-elite, that doesn’t want to cooperate in the sphere of the global economy. The author suggests making a new global world order that should be based on consolidated position of universal problems of the modern world, solution of which can be achieved under the guidance of the neo-hegemonic social forces.
