Elimination of Risks of State Programs Financing

Introduction of the tool of government programs into the practice of public management is being held in very difficult conditions, including external ones. However, a simple analysis of programs` projects has already shown that it will not become a tool of modernization of the Russian economy, but most likely, at some level, will copy the federal target programs. And already at the stage of coordination and approval of state programs the liability to risks was revealed. This risk is systematic underinvestment of undertakings of programs from the federal budget and it makes impossible the effective implementation of federal target programs. It should be noted that despite of prevalence of this phenomenon systemic research on elimination of such risks with the market position is not actually carried out. This article attempts to consider the possibility of elimination of risks of underfunding state government programs on the basis of prevailing market practice in Russia in the context of available draft documents.
