Abstract

Historical aspects of formation and development of public relations, as well as it`s contemporary legal regulation in conditions of development and professionalization of communication practices in Russia, directly corresponding to the mentality of population, are considered in the article. The article presents the genesis of this direction in Russia, taking into account the specific features: religion, faith in the tsar, traditional exhibitions and fairs, charity events. It is noted that in the context of commercialization of the trade advertising itself also had been developed, and that was expressed in different forms: from newspapers to billboards which popularized resonance of held events. These forms are characteristic for the current stage of development of the sphere of public relations which present in the system of human values, economics, ecology, religion, education and culture. All these areas are in the field of social control, the activity of which is expressed, inter alia, in creating foundations for the development of civilization social connections and relations between people and state.
