Normative Regulation of Document Communication between Authorities and Population

Important aspects of document communication of government bodies with Russian population are illuminated in the article. It is noted that this communication is realized through the work with citizens` appeals. This work has a special place in activities of any governmental body. The author considers existing normative acts regulating the work with citizens in Russia; recent positive changes are noted. A list of questions from citizens' appeals is given; the scheme of interaction of the population with the authorities is described. The role of law as the main regulator of document communication is emphasized.
