Abstract

The article evaluates the expediency of adopting the specialized law which would regulate impact of the interested groups on public authorities in Russia. The author reveals a number of universal principles of institutionalization of lobbyism, applied in Russia, and comes to conclusion that legislative regulation isn't capable to increase openness and transparency of lobbyists` activity. To achieve this goal the political will of the government is needed, aimed at the destruction of clientelist system of interests representation that dominates at the present stage. Besides, out-legal principles of regulation the lobbying relations can be useful.
