Abstract

The article reveals negative attitude of the Black-Hundreders of Volga region to politics of P.A. Stolypin and analyzes their relationship with the government. Black Hundred organizations had a complex social structure that affected on their activities. They criticized the ruling bureaucracy beginning with P.A. Stolypin and up to provincial authorities. According to them, bureaucrats acted not in the interests of people, but served primarily their own ones. The head of «Brotherly Union» in Saratov Bishop Hermogenes and monk Heliodorus in Tsaritsyin criticized them vastly. Such criticism led to counteraction of authorities. Hermogenes and Heliodorus were transferred to other cities. The governor of Astrakhan N.N. Sokolovsky strongly obstructed the activity of monarchists led by N.N. Tikhanovich-Savitsky. V.V. Yakunin, the governor of Samara, by threats of criminal prosecution made chairman of the Union of Russian People S.P. Shustov stop his political activity. Only in Simbirsk organizationally weak and small numbered Black Hundreders behaved peacefully towards the authorities.
