Abstract
According to the author, the term «civil» as applied to a society is an immanent feature. Each state on a certain historical stage has a set of parameters that characterize a civil society. In Russia up to mid-2000s researches of civil society were conducted only by scientific community. Recently, the state took over the function of promoting the development of civil society; therefore systematic surveys initiated by the state have taken place. The article is focused on the experience of several regions of Russia in the field of promotion of civil society institutions development. The author considers two approaches to regional practices of promoting the development of civil society: a target-oriented one and a conceptual one. The author also describes disadvantages and prospectives of these approaches and develops certain recommendations for regional public authorities
